[Discuss] Muddy tracks on Jesus Green

The main problem is that the County is responsible for the path.

Richard Taylor has been interviewed on BBC local radio concerning 
"soft enforcement" of the no-fires/barbeques rule on JG.

I wonder what "soft enforcement" means?
