[Discuss] A contrast

I can't help contrasting the very careful approach (all "may", "consider" 
and such terms, and a general feeling of "we don't really want to do this, 
but we will have to face up to things, so we're better off planning now 
before there's a crisis") of the Colleges, oh and with a 50-200 year time 
plan, with that of the City Council.

to download.  But seems careful and considered, especially as they are 
attempting to plan ahead years.
