Dear Anne,
in this case I don't think it is insurance, even though a trip hazard
is indicated, rather the problem that the roots have pushed up the
paving stones because the poor trees weren't able to penetrate the
subsoil. They plan to install something called Silva-Cell to do a
better job second time around.

The street refurbishment will be unfinished unless the problem is dealt with.
Unfortunately a raised bed around the trees was deemed unsuitable
because the 'street life' would abuse it.
